00 00 00 00 is infinite instances of that character appearing. For example, making it 02 00 00 00 would give a chance of two instances to appear. You can make several instances of the character appear.

You can make certain peds that shouldn't appear in free roam (like the clicque leaders/teachers etc) or even deleted characters appear in free roam with the use of hex editing, this is done by opening ide.img and searching for your chosen ped, the purpose of this is to change "ÿÿÿÿ" into "." so look in your hex editor and look for "ÿÿÿÿ/Global" after you've searched for your ped, once this is done change the hex value from "FF FF FF FF" to "01 00 00 00" then save. The IDE.img file is a great file to start modding with, and contains laws and values for all peds, weapons, vehicles and items and how they behave in the world of Bully, The default.idb inside of ide.img file contains valuable information regarding each charachter and certain characteristics for that person, this file can be edited for changing many things about how a item or vehicle etc is responded to, in terms of peds this includes fighting styles, health, adding/removing people from the game, you can even change how they are humilated! further along this thread you will also find out how to spawn hidden weapons and be able to do many other things just by modding ide.img alone, modding this file was how i started out.
